Chamber Hosts Pre-Legislative Breakfast with Army Alliance and State and National Chambers

Bel Air, MD – On Tuesday, December 16th, the Harford County Chamber of Commerce hosted their Eggs & Issues Legislative Breakfast, in partnership with the Army Alliance and presented by Harford Community College. This year’s event featured two panel discussions focused on each organizations’ priorities for the 2026 legislative session.

Harford Chamber Board Chair, Chris Stone, E-Moxie, offered welcome remarks, highlighting the 50-year legacy of the Harford Chamber championing business advocacy within the community. Mike Ray, Harford Chamber board member and Army Alliance President, also welcomed guests and dignitaries, sharing how the partnership between the Harford Chamber and Army Alliance allows our joint efforts to be more effective for both our military and business communities. Harford County Executive, Bob Cassilly, and Aberdeen Proving Ground Senior Commander, Major General James Turinetti IV, and Harford Community College President, Dr. Theresa Felder, provided respective updates to attendees.

The first panel was presented by the Army Alliance. Panelists included Delegate Mike Griffith, House Vice Chair of the Veterans Caucus; Mike Ray, President of the Army Alliance; Patrick Mullin, Vice President of the Army Alliance; and Larry Muzzelo, retired from Harford County government. Questions were brought forth by Army Alliance Executive Director, Warline Bryant. The panel discussed their increased lobbying efforts for 2026, focusing on veteran benefits and increasing resources for APG, including bioengineering.

The second panel was presented by the Harford Chamber. The panel consisted of Kyla Miller, U.S. Chamber of Commerce; Mary Kane, Maryland Chamber of Commerce; and Eric McLauchlin, PK Law and Chair of the Harford Chamber Government Affairs Committee. Angela Rose, President & CEO of the Harford Chamber, guided the panel discussion with questions and key issues brought forth by the Harford Chamber membership. Kyla Miller began by highlighting the business advantages included in the “One Big, Beautiful Bill” which include tax certainty, support for investment, and help for workforce development. Mary Kane discussed the detrimental effects of increased costs of doing business in Maryland, unfunded mandates, and burdensome regulations. She thanked all in attendance that joined the Harford and Maryland Chambers in testifying against the service tax in 2025 and encouraged attendees to testify again this year as she expects a similar bill to be introduced. Eric McLauchlin finished the panel discussion with words of encouragement for attendees, citing that membership with the Harford Chamber gives local businesses the tools and resources they need to not only thrive in business, but to advocate for their business’s future.
